Funding Partners
By authority of the Constitution, the United States Congress the power to direct appropriations of money drawn from the treasury, including the right to “earmark” funds it appropriates to be spent on specific named projects. Each of the appropriations subcommittees have their own practices for determining whether and what kind of projects they are willing to earmark, and each sets rules for how earmark requests are to be received from members, including setting deadlines and required format for submissions. Allowing members of Congress to earmark funds has a variety of purposes. For the member of Congress, the earmark allows them to take credit for providing a project of interest to their constituents; helps secure and hold the votes of members of Congress to help their bill pass; and save administrative time and effort.

The jurisdiction of the Washington D.C. Superior Court, Family Court includes cases of abuse and neglect, juvenile, domestic relations, domestic violence, paternity and support, mental health and retardation and adoptions. To the greatest extent practicable, feasible and lawful, cases involving members of the same family are heard by one judge in order to minimize court appearances, reduce the risk of conflicting court orders and ensure quality decisions based on the full knowledge of the issues affecting the family.
The Department of Human Resources (DHR) envisions “a Maryland where people independently support themselves and their families and where individuals are safe from abuse and neglect”; and “will aggressively pursue opportunities to assist people in economic need, provide prevention services, and protect vulnerable children and adults.
The Virginia Department of Social Services (VDSS) provides assistance to citizens of Virginia to help them live their best lives. Prince George’s County Maryland Circuit Court,
Family Division consists of six masters and approximately 60 staff members. Four masters hear cases that will take three hours or less, involving issues of divorce, custody, alimony, child support, establishment, modification, contempt, visitation, property and paternity. One master hears only issues involving child support that are covered under a federal child support grant. One master hears juvenile delinquency arraignments, detention and restitution hearings, and hearings for children in need of assistance (dependent and neglected). Seven judges are assigned to the Family Division, one of which is primarily assigned to consider juvenile delinquency matters.
